After passing, she had to wait in a few more lines - for an eye test and to have her photo taken - and was given a temporary learner’s permit (the real one arrived 10 days later). This consists of spending $50 to sit in a classroom for five hours one evening and watch films of what happens in a crash, when drinking, when texting, when distracted – you get the picture. She said most of the students were teens. Afterward, the instructor gave tips on how to take the road test, the final part. He also informed the group that to take it in Manhattan or the boroughs, there was more than a month's wait.

Now Judy is scheduled to take the road test this summer. In the meantime, she’s practicing parallel parking (remember that little trip-up), using a friend’s car. Her friend must be in the front seat with her at all times. For the actual test, she will need the friend’s car and the friend to accompany her to the test center. You cannot use a rental car for a road test in New York. Further, proof of up-to-date registration and insurance must be shown.

For years, my friend Judy owned an out-of-state driver's license. When she moved to New York for a temporary job, she ended up staying. To avoid the bureaucracy of New York’s DMV, every few years she renewed her license out of state, using her parents' home address as a place of residence. That worked out fine until they passed on, and she and her sister sold the house. And therein lies the beginnings of a debacle.

If you let your license expire, you will have to face the DMV.

Without thinking, Judy let her license expire. Like many New Yorkers, she doesn’t own a car, and never much used her license other than for ID purposes. When she enquired with New York State about what to do, they said too much time had elapsed since it had expired and that she had to endure the entire licensing process again - the written test, driver's education and a road test.

Now as a public relations executive in motorsports, Judy’s even done a bit of competitive driving on the track. But argue as she might, the gears of the state bureaucracy were something she couldn't escape - nor was the irony of her situation.

First, it was a trip to the DMV on West 31st Street to take the written part. Just to brush up, she went online beforehand to take some of the sample tests. Piece o' cake, right? Nope. Over the decades, she said that many of the details of road signs, hand signals and parking procedures had escaped her. The first few times she took the quiz, she didn’t pass (you need 14 of 20 questions correct). Example: What is the correct position for your hands on the steering wheel? 10 and 2, right? No, it's 9 and 3.

Transferring a Driver License from Another State (Over the Age of 18)

A Driver License from another state can be transferred to Oklahoma without having to take a written or drive test. If the applicants driving record meets the standards set by the Department of Public Safety and surrenders either of the following:

• A valid unexpired driver license issued by any state or country for the same type or types of vehicles, or
• An expired driver license that:
  • Is not expired more than six (6) months past the expiration date listed on the driver license
  • Is not a Class A, B or C commercial driver license or commercial driver license permit.

Applicant must appear before a Driver License Examiner and furnish both primary and secondary documentary proofs of identity, proof of full legal name and birth date, and proof of legal presence in the United States.

The applicant must bring in the following:

1. Primary ID — usually a state-certified birth certificate. For a complete list of acceptable primary identification documents, click here.
2. Secondary ID — usually a Social Security card. For a complete list of acceptable secondary identification documents, click here.
3. Applicant will bring the Out of State License.
4. Social Security Number.
5. If the last name to be entered on the Oklahoma License is different from the name on the Primary ID, the applicant must bring in any documents showing a legal name change: Such as Marriage, Adoption, Divorce etc:

Once the Examiner has accepted the documents and processed the applicant a Vision test will be given. If you pass the vision test, a form will be issued to the applicant. The applicant will take this form along with their identification documents and Out of State license to a tag agency. There they will pay the fee and the license will be printed.
